It is very important that we, Keep Chelsea Rural, show the Jasper County Council and Staff our full support by attending the upcoming July 15th meeting.

As you may know, back in May of 2023, the Jasper County Council enacted a moratorium for the Euhaw/Broad River Planning Area to temporarily halt major residential subdivisions and commercial developments to allow time to update the County’s zoning standards and land use regulations, particularly as they pertain to the Euhaw Broad River Planning Area (EBRPA).

The primary highlights of the proposal recently unveiled by the Jasper County Staff and Consultant would create an overlay district which will be designated the Euhaw Okeetee Cultural Heritage Overlay District (ECHOD) and will contain two new zoning districts:

·      The main feature of the new Rural Preservation district (RP-10) is a residential unit limitation of one unit per 10 acres.

·      The new commercial district, which will be known as Village Commercial (VC), will limit certain rural appropriate businesses to one per 2 acres, a maximum square footage of 2500 square feet, and will be approved only in the hamlet/rural crossroads areas.

We expect the Council to approve this proposal, including a new and improved process for handling developer applications, and pass an ordinance package at their July 15th meeting.  Subsequent readings will be required to make it final and there will likely be some minor tweaks.

The moratorium ends July 31.
